By car: About 2 hours by car from central Tokyo, if you take Tokyo Bay Aqua Line route. Keep driving towards south on Futtsu-Tateyama Road, and get off at the end exit Tomiura. And then head west, as Google Maps would suggest.
Nearest train station: Minamihara on JR Uchibo Line. About 20 min. walk from the station. Not so recommended to get to this spot by train because it takes roughly 3 hours from central Tokyo to Minamihara by train, and because you wouldn't be able to get any place to eat or stay without a car in this neighborhood. No car rentals around.

Additional Information
The spot is basically in the backyard of Wada Junior High School. A parking lot, where 30 to 40 cars can be parked, with shower, toilet and rest area, is located nearby. The sea water here is much clearer and cleaner than what you'd expect in northern Chiba or in Shounan.

Atmosphere
Not many eating places or stores where you can buy something to eat around this area.
A small surf shop named "Splash" is located in north of this spot, along Route 128. About 10 min. walk. The shop also has a few rooms for surfers to stay. The family who runs the place doesn't speak much English though.
