Can be good - Guibia was the spot where I started surfing. Over the years, I learned that the wave quality there can vary from a smushy, at best rolling wave to a powerful, barreling wave that can get as long as 100 meters on a good day. Guibia will hold up to 8 feet, then starts closing out. Best size is 4-6 feet at low tide. When small, it breaks over shallow dead coral/volcanic rock, which can be edgy. It is now polluted both from the city and from the nearby Ozama river, which tints the water brown when it rains upriver. There are 3 spots in Guibia, the easternmost is Bilbo's, which is a hollow left that can be epic at 5 feet. The center spot (la izquierda) is also a left that is usually a rolling wave, but can be a fast, barreling long wave in good days. The Westernmost spot is the right (la derecha), which is a right medium power wave with characteristics that change from a hollow wave to a rolling wave according to size and tide. I can't comment on the atmosphere, as I have not been there in many years. Access is easy, as the small beach is public and within the city.
