In Norway, drive to the city of Larvik. The spot is very close to sentrum, the beach is situated in the end of a little fjord. Just drive in the direction of Stavern, about 100 meters after you have drove under the railway-bridge and pass the Fritzoe Brygge, you can see the spot on your left. There are difficult to ride these waves, because they close almost all the time. But, better than nothing! You can park you're car on the other side of the road. Bring a longboard! :D
Atmosphere
Well.. there are not many surfers here when the waves reach the shore, but a few. On a sunny day in the summer it can be quite fun!
General
This spot is not the best, not many days of surf. yeah :D When there are waves, it's fun!

When? - Going to drive by Larvik this summer, when does the ferry pass? Not kidding, I really miss surfing, and Ill surf pretty mutch anything!

yeah - You can't surf the waves from the ferry, you need at least 15 m/s south east wind. Don't worry there is always clean waves. But it works maybe 5 times during the summer...:P
