Take the Joban Highway (toll road). Turn off at Tomobe Junction towards O-arai. Drive for another 20 minutes and get off the highway at Mito-Oarai offramp. Drive another 10 minutes along the main raod. There are plently of signboards to Oarai Sun beach. There is free parking and good selection of points along the beach. There is also a massive aquarium.

There are two manmade concrete wave breakers that walk for about 100m into the sea. The sandy bottom has built up around them and on really big days are great for easy access past heavy beach break.

Atmosphere
There is no problem with localism in the Tohoku (O-arai) area. There are a lot of places to surf with surfing and swimming beaches clearly separated.
There are three surfshops on the beach and Japan's third ranked pro surfer comes from Orai. What else can I say. It's one of the best points and rarely disappoints.
