Access
This is a fairly easy spot to access with a car. Simply drive toward the coast on route 9, the main avenue in Izumo, for about 15 to 20 minutes. When you reach the coast just take a right at the main light in front of the large tourist center, towards the windmills. You will pass a set of cabins and go over a small bridge and park in the second parking lot. You cant miss it, it is to the right of the second breaker. Anywhere along the coast can turn out to be a decent spot with the right conditions. You can also take the local train out to ota, a very small stop and walk down to route 9. The locals may look at you a little funny but I have never had any problems

Additional Information
Autumn is really the time of year to surf this area. During typhoon season, especially in august, the day after a typhoon is as good as it will get until about october. During the middle of august, obon, large amounts of jellyfish will come into the area for about a week or so and then slowly dissappear. They are usually pretty small and life threatening. Because of the size and strength of the wave, longboards will have trouble getting a good wave, but no matter that is what i surf with. There are no local shops that have rentals. Two shops can offer all the odds and ends though.

Atmosphere
This is deifnately not a destination spot. If you happen to end up here though you will find a nice group of locals who welcome all surfers and all skill levels. In summer the water is perfect, you can shed your wetsuit and enjoy bath like temps.
