Show up, park, and paddle out. It's a big beachbreak with random sandbars throughout the year depending on wind, waves, and tides. There's a rocky point at the south end of the beach, but it doesn't really hold a wave and actually tends to be sloppier down there than the sandbars to the north.

Pay To Surf! >:( - There is now a toll to access the beach at Jici at least during the summer. 50NTD or about 1.50USD. You can try parking on the 11 up north and picking your way to the beach across the rice paddies if you're a cheapskate, or you can go to a better surf spot for free. Your call. Don't know the hours or dates that the toll collectors are around.
