Atmosphere
This area is uncrowded . The water is as clean as can be -- no polution. Also the locals are super friendly to travelers alround.
Actually the Penghu islands has a few beaches that will hold different waves at different swells -- Inthe winter it is the NorthEast monsoon giving big wind swell -- IT is just a matter of finding the best sheltered waves from the relentless winds ( unless your a wave sailor.) In the SUmmer it is the SW monsoon and passing Typhoons that bless the Sandy southern beaches.
