Get a boat from the Ensenada harbour and go look for a reef in the middle of the bay. Usually a lot of fishing boats will be there because it's good for yellowtail.
Atmosphere
I've only seen this place break once and it was kinda mushy, though it wasn't a big swell either.

when and where - I live 3 minutes from Corona Beach, which is also in Ensenada Bay. The best spot that i have found that is close to the "reef" break is called Faro Beach. It cost 2 dollars to park all day and it is a very nice kept beach, meaning not trashy (but can be very crowded at times.) During the months of September and early October the winds turn offshore allowing an easy paddle to a sandbar break and very clean waves. All other months the winds are onshore and can get tricky with the paddle out and the catching of the waves. No barrels here though.
