- Rocks
Get a boat, from Cancun harbor, to Isla mujeres. You can rent golf carts there, cheap by the way, and drive to the south east of the island.
You can access the water very easily, great view and nice water. The surf is ok, only with south east winds, best is the hurricane season. The chance of getting good surf there is probably... not very often, but if there's wind you'll find something. The bottom is solid hard rock, so get of as fast as possible. By the way a good place to sleep is Cabanas Maria del Mar......
Atmosphere
The atmosphere is good on the island, nice people and good food, nice rooms to rent and a great climate. The surf is shitty most of the time, but when the wind is blowing it could be good.

yuk...skip it - IM has sharp, rocky/corral cliffs with an equally nasty bottom (and a shocking amount of plastic garbage further up the coast...it's literally their landfill). Maybe wouldn't be so bad if the waves weren't so onshore junky most of the time. Unless you plan on living there, don't bother bringing a board...only go to IM maybe for snorkeling/scuba on the lee side. Cancun has a more forgiving bottom and gets cleaner surf...but I still wouldn't go there expecting any.

Surfing Isla Mujeres - Just got back from Isla Mujeres and wanted to report that I was able to surf on North Beach. A strong NE wind on this N facing beach produced waist high sloppy waves which were fun to play on, esp. when they smoothed out again after breaking. Could not find a board anywhere so ended up renting a windsurfer w/o sail, waxing it with a candle, and getting up on every wave for 10-25 second rides. Before coming I'd recommend calling the Hotel Maria del Mar and ask them if there are waves (olas) on the water in front and bring your longboard. Nice beach bar right there with great fish tacos.
