Wait for the strong bora wind (N/NE). It breaks close to the beach made of giant boulders so watch out for your surfboard when you wipeout.
Atmosphere
Interesting to surf here because people are all "What the hell are you trying to pull without a sail? (windsurf)" It's the only spot in Slovenia, rarely surfed, but fun.

plz help me - hi! i'm from belgium but from the 23 of juli untill the 8 of august i go to piran. i'm really fond of windsurfing but my ask is ...can you practice windsurfing in piran or is it impossible?ilaria.huwel@pandora.be you can add me on msn or send me a message kind regards ilaria

Piran - Forget about this place. it is pretty flat and inconsistent. Places like Jezolo in Italy, or Medulin in croatia are better.. but don't expect something great.. it is just adriatic sea !!
